Yes: Fannie Mae, Freddie Mac, FHA and VA all allow income from a verifiable job offer to be used before work starts, under conditions that differ by agency. Fannie Mae requires a paystub before loan delivery or, for a one-unit principal residence purchase, a start date no earlier than 30 days before or no later than 90 days after the note date, plus additional reserves. Freddie Mac's option one allows a start up to 90 days after the Note Date with extra verified funds; option two requires the start before the Delivery Date. FHA requires written employer confirmation that the income begins within 60 Days of closing, and VA accepts a verifiable offer of employment beginning at or after closing.
Fannie Mae (conventional)
- If the borrower will begin new employment under an offer or contract, the loan may be delivered under either of two options; in both, the employer must not be a family member or an interested party to the transaction. Fannie Mae B3-3.3-03
- Option 1: the lender reviews the fully executed offer or contract (employer, position, type and rate of pay, start date) and, before delivery, saves the borrower's most recent paystub supporting the qualifying income; a verbal VOE is also required. Fannie Mae B3-3.3-03
- Option 2 (no paystub before delivery) is limited to a purchase of a one-unit principal residence by a borrower qualified with fixed-base income only. Fannie Mae B3-3.3-03
- For Option 2 the start date must be no earlier than 30 days before or no later than 90 days after the note date. Fannie Mae B3-3.3-03
- Option 2 also requires, beyond the reserves required by DU or for the transaction, either six months' PITIA for the subject property or financial resources covering the monthly DTI liabilities from the note date to the start date, plus one month. Fannie Mae B3-3.3-03
Freddie Mac (conventional)
- Income from new employment or a future raise that starts after the Note Date may be stable qualifying income if all requirements of option one or option two are met. Freddie Mac 5303.2
- Option one: the start date must be no later than 90 days after the Note Date, and the Seller must verify extra funds covering housing expense and other liabilities for the months until the start date, plus one month. Freddie Mac 5303.2
- Option two: there is no limit on days after the Note Date, but the start must precede the Delivery Date and a paystub, written VOE or third-party verification must support the qualifying income. Freddie Mac 5303.2
- Option one is limited to a purchase or "no cash-out" refinance of a 1-unit Primary Residence; option two also allows cash-out refinances, 1- to 4-unit Primary Residences, second homes and 1- to 4-unit Investment Properties. Freddie Mac 5303.2
- Income must be based on non-fluctuating earnings; hourly pay from a new employer counts only with a guaranteed minimum number of weekly hours. Freddie Mac 5303.2
- A 10-day pre-closing verification must confirm the offer terms are unchanged; under option one the offer must be non-contingent or its contingencies documented as cleared, and a probationary period is not a contingency. Freddie Mac 5303.2
FHA
- Expected Income includes income from a new job that will be received within 60 Days of mortgage closing; it may be used unless it comes from a family-owned business. FHA 4000.1 II.A.4.c.xii(L)
- The lender must verify the existence and amount of the income with the employer in writing, and that it is guaranteed to begin within 60 Days of closing. FHA 4000.1 II.A.4.c.xii(L)
- The lender must also verify sufficient income or cash Reserves to cover the mortgage payment and other obligations until the income begins. FHA 4000.1 II.A.4.c.xii(L)
VA
- A borrower may have a valid, verifiable offer of employment that begins at or after the anticipated closing date; all pertinent underwriting data should be considered, although a paystub may not be available. VA Pamphlet 26-7, Ch. 4 Topic 2.f
- Employment of less than 12 months is generally not considered stable and reliable, unless the facts and documentation warrant that conclusion. VA Pamphlet 26-7, Ch. 4 Topic 2.f
